Management committee
SHiP Management Committee Members are Directors as we are a limited Company. Our Articles state we are able to have up to 12 members of the Management Committee.
As at 23rd September 2025 SHiP Directors (with positions and the Registered Provider they work for) are:
Peter Webb (Chair)
Peter is Agency Manager at Guinness Partnership.
Peter has worked in Supported Housing since 2002 - his first role in social housing after working as a professional photographer. He started his housing career with Northern Counties in Manchester and progressed to his current role in 2015 as Agency Manager at Guinness. Northern Counties became part of the Guinness group in 2009.
He has been on SHiP’s Management Committee for 5 years and was elected Chair of SHiP in 2018.
Vicky Belsey
Vicky is the Locality Business Manager for Clarion Housing Association. Her career in social housing began in 2007 when she joined AmicusHorizon, working in private sector leasing, providing properties for Local Authorities and where she began working with managing agents in 2015. She joined Home Group in 2017 and was Manager of the Housing Partnership Team in the South. She joined Clarion Housing Association in January 2020 when she took on the new role of the national Supported Agents Lead for the UK's largest registered provider.
Wendy Angell Chair of SHiP General
Wendy Angell has nearly 30 years' experience in the supported housing sector. With a background in delivering front line services from resettlement to managing hostels and foyers, she has led the Agency Managed Portfolio for L&Q for over 14 years. Wendy is the current Chair for the SHiP General Meeting and has been a Management Committee member for 6 years.
Chris Sherratt - Operations Manager Home Group
I am one of SHiP’s newest MC members having volunteered to Chair SHiP North and being elected to the Management Committee in July 2024.
I have spent my entire professional career in housing management, in both local government and housing associations. Having said that, 32 years of them have been with Home Group
For the last 29 years I have focused on the management of Home Group’s portfolio of supported housing where we are landlord, and care and support are provided by separate organisations
This is one of the areas of supported housing delivery and activity where SHiP’s expertise and knowledge shines.
Alison Battersby SHiP Treasurer
Ali is Treasurer of SHiP. She has worked in housing for the past 9 years, and is accredited to Level 5’s with the Chartered Institute of Housing and also in Management. Ali previously worked for a Housing Association leading on their supported housing stock. Since moving to Norfolk, Ali now works for a charity as Assistant Director of Housing and Homelessness overseeing their Housing Related Support and Hostel services, Affordable accommodation, rents and service charges and managing relationships with RP’s. Ali is committed to her role on the management committee and sharing best practice throughout the sector.
Said Karimi - Agency Contracts Manage Metropolitan Thames Valley Housing (MTVH)
Said has over ten years of experience in housing, covering frontline delivery, service improvement, and policy. His work includes roles as both a landlord and managing agent, providing a well-rounded understanding of the sector. Prior to this, he worked in community development and international organisations, contributing to cross-sector collaboration and service innovation.
He is currently Agency Contracts Manager at Metropolitan Thames Valley Housing, overseeing agency-managed supported housing services. As a new member of the SHiP Management Committee, Said is committed to supporting its collaborative efforts to strengthen supported housing provision.
Brett Seath
Brett is Service Manager for Sheltered, Supported and Dementia Services – Harlow Council.
Brett is a member of SHiP’s Management Committee and is SHiP’s Company Secretary. He began his career in Nursing, training in Aberdeen back in 1993, working at the Freeman Hospital in Newcastle, then moving to the National Hospital London in 1999. Brett took his career on a different path, by managing Mental Health, Clean Needle Program, Drug & Alcohol and Homelessness Services across London for Look Ahead (2002-2009), and then joined South London YMCA (2009-2013), to continue the same work.
From 2013-2022 Brett worked at Central & Cecil (CCHT), as Senior Housing Portfolio Manager, and between 2022-2024 he was Head of Housing & Welfare at Royal British Legion Industries.
Sean Sibley SHiP Management Committee
A passionate housing professional, I started my housing life in a local housing office in Bristol, 2007. A qualified and chartered member of CIH [Chartered Institute of Housing], I have managed housing for G15 and southwest landlords in general needs, supported housing, key worker and student accommodation. For 3 years I had the pleasure of leading the Agency Managed Supported Housing business at Notting Hill Genesis [NHG]. Building relationships and influencing for positive change is something that drives me. Working with SHiP colleagues has opened my eyes to a breadth of experience and kindness which continues to draw me to this wonderful adventure which is SHiP.
Jo Ellis
Jo is SHiP’s Vice Chair and Head of Accommodation Based Support at MacIntyre, following several years as Service Manager (Supported Housing) at Catalyst and Peabody. She started her housing career at Aldwyck working in various roles and has 20 years’ experience delivering Supported Housing and Floating Support. Jo is qualified in Housing Management to a post graduate level and is very customer focused and passionate about improving outcomes for our residents.
Martyn Fee
Martyn was Chair of SHiP North for 5 years from 2019 - 2024, but in 2024 took the Chairship of SHiP's Agency Management Group. A Chartered member of CIH. Martyn has worked with Guinness Partnership for the last 20 years, from 2009 onwards in Supported Housing. As a Community Services Manager he led on the delivery of Supporting People funded housing-related support for older people. From 2017, he has worked in Agency Management across the North working alongside a diverse set of managing agents, service users and property settings. Martyn was Chair of SHiP North for 5 years and keen to continue developing the geographical reach of SHiP and building an ever more supportive and knowledgeable base of people and member organisations.
Lindy Walker Management Committee Member & Contracts Manager Agency and Partnerships at Hyde Housing
I started my career in Social Housing at Cornwall Housing, based in Falmouth in 2012 after becoming disgruntled with a career in the law. I quickly adapted to the challenges and continued working in general needs housing with Hyde Housing and later the Guiness Partnership until 2024. I returned to Hyde Housing in 2024 to take up my first position in Supported Housing. In this role I have responsibility for 51 properties managed on behalf of Hyde by 15 Managing Agents of differing backgrounds, with a range of housing management experience who work with diverse client groups. Supported Housing was a revelation, and I very quickly became committed to the sector I find this role diverse, enjoyable and incredibly rewarding.
Newly elected to the position, it is a privilege to be part of the Management Committee of SHiP. SHIP is an excellent example of a sector-wide working group for Registered Providers (and some Managing Agents) to share ideas and best practice. In the current environment with legislative changes afoot, SHIP represents the views and the voice of the Supported Housing sector in government consultations.
Sue Baxter
Sue has been a Facilitator for SHiP since 2016. She has over 30 years’ experience in the supported and social housing sector including working for large Registered Providers and small managing agents. Alongside SHiP she provides Housing Services for L'Arche a National Learning Disability Charity and Training and Consultancy for housing associations, local authorities and voluntary organisations in a freelance capacity. Sue is a keen advocate for customer voice most recently working alongside ‘experts by experience’ producing European-wide housing and support training materials. She was also a co-author of LAG's Supported Housing and the Law 2021 2nd Edition.
Wendy Green
Wendy started as SHiP’s Coordinator in 2019 and is now Operations Director.
Wendy brings 30+ years’ experience, spanning supported housing, homelessness, general needs housing, social care, quality & compliance, training, bid writing and as a Trustee.
Prior to her role at SHiP, Wendy was Consultancy Manager for Sitra and Homeless Link, where for 5 years she led the organisation’s successful consultancy offer to the sector.
She has held two Director level posts –as Director of a specialist mental health charity in Sussex and as Director of a large Supported Housing Association in the SE, managing care services and supported housing for a range of client groups.
She was Policy, Quality & Compliance Manager for In Touch (part of the Hyde Housing Group), leading on supported housing policy development and responsible for quality assurance and monitoring to achieve effective reporting to SMT and Board.
Wendy understands the governance aspects of supported housing, having sat as Trustee of a Women’s Aid group, and as Trustee on several boards for people with a learning disability and a specialist young people’s charity.
SHiP is actively encouraging members to join our Management Committee and at Sept 29025 have 2 vacancies. We are also currently recruiting to the role of Vice Chair of SHiP North. Current and previous members have stated it is an incredible opportunity to contribute to the direction of SHiP and the sector as a whole given SHiP's increased profile in recent years.
